Can a menstruating woman spend the night of Qadr in worship?

Yes she can, just like everyone else. However, there are some limitations. Here is a list of permissible activites:
  • Reading Quran.
  • Reciting adhkar, like SubhanAllah, Alhamdulillah, Allahu Akbar.
  • Istighfar (asking for forgiveness from the heart, saying AstaghfirAllah)
  • Praying to Allah for anything good, such as getting into Firdaus (The best place in Paradise), guidance, and anything else your heart desires. A good Muslim's prayer is more concerned with the Hereafter than with this life. Saying "Allah give me money" isn't the best of prayers. Some good prayers are: "O Allah let me understand your Book better", "O Allah allow me to become more aware of Your presence.". Get creative!
For reference, when a woman is on her period she can perform any act of worship EXCEPT these:
  • Performing Salat.
  • Fasting.
  • Circumambulating the Ka'bah.
  • Staying at the mosque (I'tikaf).
